Land Pooling Concept : Land pooling is an alternate concept of land acquisition that introduced by DDA (DelhiDevelopment Authority). Land pooling means is to pool small chunks of lands of various owners by authority. And then, authority use pooled land for civic infra and further handover it to real estate developers to develop the residential and commercial sectors. Land Pooling policy is the base of Delhi government’s Master Plan 2021. The policy is important for the Delhi as it is providing 2 to2.5 million housing opportunities for over 8 million people. Although Land Pooling is new for Delhi, it has used for other states of India such as Maharashtra, Gujarat, and Andra Pradesh for the better development. The world’s most developed countries used this method for the betterment of infrastructure and development.First of all, besides already mentioned 2.5 million housing opportunities, 35,000 crores have already been invested by more than 2,000 buyers, hence, anassurance that the desired development is already in full-fledged mode. The planned development is the focus of DDA to make it India’s first smart city.
Strategically, planned development is also the need of the hour seeing many of the random and unauthorized areas in Delhi. One of the most important factors of Land Pooling policy is an alternative of land acquisition act which has eaten the wealth of poor farmers due to unfair compensation by the government. Moreover, government revenues would increase with authentic regularization of land. However, Land Pooling Policy sanctioned by the government even though DDA and MCDs have green signalled policy. The ruling government is taking precautionary steps like asking advice from urban developers and making sure that no further harm done to the farmers.
L Zone Concept : DDA is working on the Master Plan of L Zone. The Zone is close to the IGI airport and positioned between Dwarka and Gurgaon. Spread across 22,840, the hectare of land and L zone apartments expected to give ab impetus to slow and stagnant real estate market of the national capital as its in South-West Delhi. According to MPD 2012, DDA has decided Delhi into 15 zones wherein ‘L’ Zone housing is the biggest boasts Najafgarh as the only census town in Zone. Where majority have already bought land, many are still looking to get the necessary approvals from authority. As per MPD 2012, L Zone will be the prime area which developed as per Land Pooling Policy where DDA will act as Development Entity for the basic infrastructure and other private builders, multi-state cooperative societies and cooperative group musing societies would act as residential and commercial developments entities.
